Subject: Stand Against H.R. 5766 and H.R.3282 Dear Representative Cramer, I am writing to strongly urge you to oppose the two federal sunset commission bills - H.R. 5766 and H.R. 3277 - when the House considers these bills next week. H.R. 5766 and H.R. 3277 would force federal programs to justify their continued existence in front of an unelected commission with the power to recommend whether they live, die, or get "realigned." I am opposed to H.R. 5766 and H.R. 3282 because I do not believe Congress should abdicate its oversight responsibilities and turn over decisions about the federal government to an unelected sunset commission which could conduct its deliberations without public hearings or public participation. Essential public services are much too important to be left to the will of an unelected, unaccountable private panel. Congress, the Inspector Generals office, and the GAO already have the authority to conduct oversight of federal agencies and this power should not be released to the executive branch. Additionally, "sunset commissions" could make recommendations that would adversely affect federal worker protections such as collective bargaining rights, civil rights, and whistleblower protections. There are many programs for which there is simply no question of their worth. H.R. 5766 and H.R. 3277 would force programs to conduct even more costly analysis to justify their existence instead of focusing on service and would be potentially damaging to worker rights.
